In the process of adjusting the supply to the demand for labor, in addition to the process of retraining, any process of professional qualification improvement (in the same specialty, profession or profession) is included.

Qualification, retraining and advanced training of the unemployed are organized by labor and social protection departments and are carried out as necessary in:

own organizing centers refresher courses;

economic units: autonomous kings, commercial companies, educational institutions, etc.

Educational institutions are organized in accordance with the law based on the convention.

Qualification and retraining of the unemployed can be carried out in specialties, specialties, functions and types of activities corresponding to the requirements of the workforce. Curriculum plans and educational programs are developed by the Department of Labor and Social Protection and the departments in which training is conducted, in accordance with the provisions of the law. The duration of the courses is set differently: up to a maximum of 6 months, depending on the complexity of the work, and when the persons subject to retraining already have knowledge and practical skills in the field of the considered professions, the duration can be reduced by half compared to the duration of the qualification course of the same profile.



The following are accepted for advanced training and retraining courses:

persons capable of working for a job or activity who have the appropriate education and have been selected and professionally oriented;



persons who have not completed compulsory education, but have minimal general knowledge of some professions or simpler types of activity that do not require theoretical training;

persons with limited working capacity or with disabilities are included in these courses only on the recommendation of the medical examination commission.

Persons receiving unemployment benefits and admitted to advanced training/retraining courses must conclude an agreement with the Department of Labor and Social Protection, established by the Ministry of Labor and Social Protection, and conclude with the departments to which graduates must be assigned. agreements, according to which divisions are obliged to hire them after graduation.

In general, people who receive unemployment benefits and undergo advanced training / retraining courses have the following rights and obligations:

a) rights:

to receive unemployment benefits, established in accordance with the law, for the entire preparatory period and subsequently until the date of the first assignment to work;

receive free materials and educational materials and receive allowances;

in accordance with the law, use protective clothing and equipment during practical work;

withdraw from the course, without charging tuition fees and paid unemployment benefits, if he/she was at work or performed activities based on free initiative, which is confirmed by employment or a corresponding work permit.

b) obligations:

to comply with the obligations assumed by the Directorate of Labor and Social Protection;

attend courses in accordance with the established schedule;

observe the rules of occupational safety and labor discipline at the courses;

reimburse the costs of training and unemployment benefits during the course, if after the end of the training he/she refuses for two reasons for valid reasons.

Any qualification / retraining course includes:

theoretical training provided, depending on the circumstances, at the headquarters of the centers or in various divisions;

practical classes, as a rule, are held in the unit where the persons must work, or in other units created by the organizers.

Completion of the courses is carried out by means of an exam, which consists of a theoretical test, which is conducted before an examination commission created in the Department of Labor and Social Protection, and a practical exam.
