Ukraine is preparing new rules for used cars: what will change

In Ukraine, the authorities plan to change the rules for the sale of used vehicles to increase revenues for the state budget. The new mechanism is prescribed in draft law No. 9083, which passed the first reading in the parliament. "Apostrophe" told about what will change.

The document provides for the deregulation and detinization of the Ukrainian used vehicle trade market. The bill is designed to simplify the procedure for registering used cars and create a new tax base.


As the author of the initiative, the chairman of the Tax Committee of the Verkhovna Rada, Danylo Hetmantsev, explained, the used car market before the full-scale war was 1,7 million units per year, in 2023 - 780 thousand cars, in 2024 - 1,5 million units. At the same time, the share of cars sold in "white" is only 2,5%.

"The state receives an average of 19,8 thousand hryvnias from the sale of white cars. From black sales - 0," Hetmantsev said.



Currently, purchase and sale agreements are mostly drawn up between individuals, which allows citizens to avoid excessive taxation. However, certain difficulties arise for the operation of commission sites - it is not profitable for entrepreneurs engaged in resale to register them under the current legislation.

"Cancelling the senseless state registration of used cars by a trading organization on its own, even if it buys them as a product for further resale, will be a guarantee for removing the market from the shadows, expanding the activities of white car traders and eliminating schemes due to which the budget does not receive taxes," - clarified the head of the Tax committee



At the same time, the resale of used cars through business entities will be taxed, which will affect the final prices. The document still has to pass the specialized committee and the second reading in the Verkhovna Rada.
