In essence, this is a computer that controls all processes in the engine from the crankshaft position to the throttle opening angle. And there can be a banal glitch that leads to a constant failure, and even with a technically fully functional car, the ECU thinks that some node is not working correctly and tries to adjust it. The way out is very simple, reflashing the ECU or, for the common people, chip-tuning.
