The Chairman of the Verkhovna Rada of Ukraine Committee on Finance, Tax and Customs Policy, Danylo Getmantsev, reported that his committee recommended adopting as a basis the revised draft law No. 12295-d on amendments to the Law of Ukraine "On Compulsory Civil Liability Insurance of Owners of Land Vehicles" regarding compensation for the expenses of certain categories of persons.
The bill proposes:
- to establish from January 1, 2025, during the martial law and one year after its end, the right of participants in hostilities and persons with disabilities as a result of the war to compensation for their expenses for insurance premiums for payment of insurance premiums under domestic insurance contracts from the State Budget of Ukraine in accordance with the procedure established by the Cabinet of Ministers of Ukraine;
- to establish on a permanent basis a 50% reduction for the insured person - a person with a disability as a result of the war - of the amount of the insurance premium under the domestic insurance contract for a vehicle that has an engine displacement of up to 2500 cubic centimeters or an electric motor power of up to 100 kilowatts inclusive and belongs to him by right of ownership, provided that such vehicle is driven exclusively by the insured person or a person who also belongs to other categories entitled to a discount, and the vehicle is used without the purpose of providing paid passenger and/or cargo transportation services, etc.
Danylo Hetmantsev recalled that the revised draft law was designed to preserve and strengthen the social protection of combatants and persons with disabilities as a result of the war through:
- compensation for the costs of paying insurance premiums for concluding domestic compulsory insurance contracts;
- temporary exemption of these persons from the obligation to have a mandatory insurance contract until June 30, 2025, which will avoid an additional financial burden on the family during the difficult period of martial law.
