North Korea sent thousands of workers to Russia last year - South Korean intelligence

South Korean intelligence has evidence that North Korea – in violation of UN Security Council sanctions – sent thousands of workers to Russia last year to cover a labor shortage.

This is reported by Yonhap, Ukrinform reports.

According to South Korea's National Intelligence Service, in 2024, North Korea dispatched thousands of workers to construction sites across Russia, helping the aggressor country address a significant labor shortage caused by the war with Ukraine.

The publication recalls that according to the UN Security Council resolution of September 11, 2017 (which Russia also voted for), the DPRK is prohibited from sending its citizens to work abroad, and all its workers were to return home by December 2019.

Seoul claims that Russia is issuing student visas to North Korean workers to hide violations of UN Security Council sanctions.

It is noted that, according to the Russian Federal Statistics Service, 13 North Korean citizens entered the Russian Federation last year - approximately 221 times more than the year before. Among them were 12 people who came ostensibly for educational purposes.
