In 2025, Ukraine will introduce a new “luxury tax,” which will apply to owners of cars worth more than three million hryvnias and up to five years old.

The tax will be 25 hryvnias per year. If the car turns five years old during the year, the tax will be paid only for those months when it met the requirements of the law.
The Ministry of Economy will publish an official list of car models after February 1. It will likely include premium models such as Audi, BMW, Mercedes-Benz, Porsche, and others that meet the requirements.
Owners of vehicles subject to the tax will have to pay it within 60 days of receiving a notice from the tax office. The notice will be sent by July 1. Failure to pay on time will result in a fine.
This tax aims to replenish the budget and fairly distribute the tax burden depending on citizens' incomes.
