According to the Traffic Rules of Ukraine (clause 2.9.c), drivers are prohibited from driving with license plates that are so dirty that they cannot be recognized from a distance of 20 meters.

Violation of this rule is subject to a fine of 1190 hryvnias in accordance with Part 1 of Article 121-3 of the Code of Ukraine on Administrative Offenses. A fine is imposed if the license plate symbols cannot be seen from a distance of 20 meters due to dirt.

A fine can be issued only if the numbers are not visible from 20 meters away. The inspector must personally check this in the presence of the driver. He must also provide photographic or video evidence that the number symbols cannot be recognized from such a distance.
