Preparation:
Grate potatoes and onions on a grater. Add egg, salt and pepper and mix thoroughly. Add grated onion, squeezed garlic, water, salt and pepper to the minced meat. Mix and shape the minced meat into small flat patties.
Put two spoonfuls of the potato mixture on a frying pan heated with oil, and on top - a cutlet made of minced meat, and cover it with grated potatoes on top. Fry on both sides over medium heat until golden brown. Bon appetit!
