Car donation gained popularity in Ukraine in 2024: how to carry out re-registration

In 2024, Ukrainians increasingly resorted to the transfer of cars through a donation contract. According to the statistics of the Ministry of Internal Affairs, since the beginning of the year, more than 36,5 operations have been carried out for registration of vehicles as a gift. Of this number, more than 31 cases are related to passenger cars. About 4 operations with trucks, more than 350 with motorcycles and 155 with buses were also recorded.

Donating a car is a free transfer of a vehicle to another person. If the car is transferred to close relatives (family members of the first or second degree of consanguinity), the tax on such an agreement is not charged. The first level includes spouses, parents and children, including adopted children. The second level includes brothers, sisters, grandparents and grandchildren. If the car is gifted to people who do not fall into these categories, personal income tax of 5% of the value of the car and 1,5% of the military levy must be paid. For non-residents, the tax is 18% plus 1,5% fee.

Re-registration of a car under a donation contract is carried out at service centers of the Ministry of Internal Affairs and takes one day. For registration, it is necessary to provide a passport, an identification code, a vehicle registration certificate and a document confirming the family relationship (for example, a marriage or birth certificate). If the gift agreement is already notarized, it should be added to the package of documents. In the case of an application through a representative, a power of attorney confirming his authority must be provided.
