According to the British newspaper, in London they hope that Biden will finally give the "green light" to the use of Storm Shadow missiles deep into Russia, which Kyiv has been trying to get for the past few months.
The debate over whether Ukraine should be allowed to launch Storm Shadow missiles, made by Great Britain and France, deep into Russian territory has been going on for months, it said. For the missiles to be fully effective, technology from the US is needed.
Ukraine is believed to be currently only allowed to use missiles in limited circumstances on Russian soil, such as to strike troops near the border.
President Volodymyr Zelenskyi has been calling for months to give Ukraine permission to launch these missiles deep into Russia, as this could help stop Russian planes from taking off before they bombard Ukraine.
British government sources said Starmer and Macron had backed the call earlier this year.
In the US, Secretary of State Anthony Blinken also supports the idea, while the US president's national security adviser, Jake Sullivan, opposes the move, fearing that it will escalate the confrontation with Russia.
