The forwarding of food products by mail in Ukraine is now carried out according to the updated norms. In particular, products prohibited for shipment are now determined not by the general expiration date, but by the specific date of its expiration. In addition, some other requirements for parcels have changed.
The new rules are established by Cabinet of Ministers Resolution No. 1045 of September 10, 2024. The document amends the older Government Resolution No. 8 of September 2023, 958, which defines the list of attachments prohibited in postal items.
According to the new decree, food products are subject to the ban, "if on the scheduled delivery date the corresponding postal item to the recipient expiration date such food products". Previously, there was a ban on forwarding products, whose shelf life does not exceed 10 days.
In addition, the Cabinet of Ministers established clear requirements for the designation declared value of parcels. She must:
- be settled exclusively in hryvnia;
- to be indicated in documents not only by numbers, but also by words.
When forwarding some items, it is also implemented the requirement to add a description of its contents to the parcel. This rule applies to forwarding:
- precious metals and jewelry;
- numismatic products of the National Bank of Ukraine, investment coins of Ukraine;
- coins used for numismatic purposes and their collections.
What items are prohibited to send by mail
The list of prohibited items and substances is contained in the already mentioned Cabinet Resolution No. 958. In addition to products with an expiration date, all postal operators should not accept:
- cash: national currency (except numismatic coins and their collections), foreign currency;
- alcoholic beverages with an ethyl alcohol content of more than 8,5 percent by volume, tobacco products, liquids used in electronic cigarettes, which do not have excise tax stamps of the established model;
- weapon;
- flammable or other hazardous substances (eg gas in cylinders);
- toxic and radioactive substances, mercury, acids, poisonous, caustic substances;
- animals and poisonous plants;
- special technical means of secretly obtaining information;
- biological agents, etc.
At the same time, in some cases, employees of the post office are obliged to contact the police. This is necessary in case of detection of such objects (they are seized by law enforcement officers):
- weapon;
- narcotic drugs and psychotropic substances;
- toxic and radioactive substances;
- biological agents (microorganisms, viruses, toxins, etc.)
Detected in shipments from Ukraine hryvnia returned to the sender or forwarded to the addressee by postal order. AND foreign currency forwarded to the sender or recipient in a letter with a declared value with a description of the attachment (and subsequent payment at this rate).
For international shipments slightly different rules apply. In particular, you can't lay in them either a number of documents: permits for the right to carry weapons, employment books, military tickets, identity documents. An exception may be the forwarding of a foreign passport during martial law.
