The Committee on Legal Policy of the Verkhovna Rada proposes to ban the training of lawyers in institutions of higher education under the jurisdiction of the Ministry of Internal Affairs and the Security Service of Ukraine. The draft concept of the draft law on higher legal education and primary access to the legal profession contains relevant proposals.

Thus, it is proposed to distinguish between the training of specialists for the legal profession and the training of personnel for law enforcement agencies. In particular, the law proposes to establish that the training of higher education seekers in specialties that allow them to hold positions or conduct types of activities, the qualification requirements for which require the presence of a higher legal education, is not carried out in higher military educational institutions, higher education institutions with specific study conditions and military educational units of higher education institutions.
Instead, the training of those seeking higher education in the field of security and defense is carried out exclusively by higher military educational institutions, higher education institutions with specific learning conditions, and military educational units of higher education institutions.
"In the medium-term perspective, such cessation of training of applicants for the specialty of Law by institutions with specific training conditions will probably have another consequence of reducing State Budget costs, caused by staff turnover in law enforcement agencies and the need for constant training of a significant number of specialists. Accordingly, the training of specialists specifically for the needs of law enforcement agencies in the specialty "Law enforcement activities" will lead to a longer performance of their functions by them, and therefore, reduce the outflow of personnel and, accordingly, the need for training new specialists, which will make it possible to reduce the volume of state orders" - the members of the working group believe .
As the authors of the concept point out, the refusal to train applicants for the "Law" specialty in institutions with specific study conditions will make it possible to reduce the cost of funds from the state budget, which are directly directed to the training of applicants in these institutions.
