The reform of the Bureau of Economic Security became the subject of discussion thanks to the statements of the deputy head of the Office of the President of Ukraine, Rostyslav Shurma, in a conversation with the Economic Truth publication. According to him, the reform mechanism is currently being actively improved together with the Ministry of Justice and the legal team of the President's Office.
Noting the complexity of the process, Rostislav Shurma noted that the implementation of the reform is connected with not one, but several legislative acts, including the Criminal Procedure Code, the law "On the basics of combating organized crime", as well as "On operational and investigative activities".
In the interview, it was emphasized that the main goal of the reform is not just the adoption of the law on the Bureau of Economic Security, as some deputies emphasize, but the creation of a comprehensive system to avoid formal changes without a positive impact.
"It is important at the level of mechanics to make these races really impossible. And we are working on it, we are about a week away from submitting it," Shurma stressed.
According to him, the draft law will be submitted to the Verkhovna Rada by the government.
The draft law on the reform of the Bureau of Economic Security, as expressed by the deputy head of the Office of the President of Ukraine Rostyslav Shurma, is intended to introduce significant changes in the work of this organization. Adoption and implementation of this law may affect a number of aspects:
1. Strengthening Control and the Fight against Corruption: The reform can contribute to the creation of a more effective mechanism of control over the country's economic security, as well as strengthen the fight against corruption in the economic sector. Changes in legislation may provide the Bureau with additional powers and resources to combat economic irregularities.
2. Increasing the Efficiency of the Bureau's Work: The reform is expected to simplify procedures and improve the mechanisms of work of the Economic Security Bureau. This can lead to an increase in the efficiency of its functioning and an increase in the ability to respond to economic challenges.
3. Changes in the Legal Environment: Adoption of the law may be accompanied by changes in the legal environment, including criminal procedural law and laws related to the fight against organized crime. This may affect the legal status and powers of the Bureau.
4. Growth of Public Trust: If the reform leads to positive results in the field of fighting corruption and improving the work of economic security, it can contribute to the growth of public trust in the authorities and increase the level of legitimacy of the Bureau.
5. Impact on Business Associations: Changes in the work of the Bureau may also have an impact on the business environment. Improved control and fight against corruption can be a positive signal for investors and create favorable conditions for business development in Ukraine.
We note that the specific consequences will be determined by the content and specifics of the reform, which will be determined upon submission of the relevant draft law to the Verkhovna Rada and its further consideration.
