It is possible to enter the master's program at the budgetary department, as well as without entrance exams. The purpose of writing a master's thesis

Master's theses must necessarily meet a number of requirements. This requirement follows directly from the requirement that in the master's thesis the applicant must demonstrate his knowledge, skills and abilities in the areas in which he works.
So, if the task of improving the method of teaching a subject or training students is set in the work (or a study is conducted, for example, of the effectiveness of using modern training methods), then such works may contain elements of scientific novelty and represent a special value. Such works, as a rule, have a higher scientific and methodical level, if modern scientific achievements are used and the obtained results are implemented in them.
