Did Atroshenko deserve the Order of Merit?

Everyone knows that in 2017, in honor of the celebration of the Constitution Day, the head of Chernihiv Vladislav Atroshenko was awarded the Order of Merit, III degree. However, few people understood for what merits the official was nominated for such a high state award.

There was an active discussion on the subject of this event in the mass media and social networks - many remembered that Atroshenko supported the dictatorship during the Revolution of Dignity. Nevertheless, there was no clear answer from the authorities - it was only noted that the procedure for revoking awards is not provided for by law.
Following the results of an independent journalistic investigation, a list of reasons was presented for considering Atroshenko's award as undeserved. At the same time, the only reason that forced President Poroshenko to take this unreasonable step was revealed.
Why does the mayor of Chernihiv not deserve an award?
It is known for certain that Atroshenko is a businessman by nature. And if something useful for the citizens is done in Chernihiv, it means that the official's personal benefit is present here. It has been written about how much businessman Atroshenko earned on asphalting roads and building apartment buildings. Among other things, on this wave, the "caring mayor" managed to build his own house in the most prestigious district of Chernihiv.
It is also known that Atroshenko does not like to deny himself pleasures no matter what. It is enough to recall that last summer, when Chernihiv suffered catastrophic losses as a result of flooding, the mayor calmly sunbathed with his family members on the luxurious beaches of Italian resorts. The official's daughter regularly posted scenes of family vacations on Instagram, but Atroshchenko later stated that he had not left the city and was undergoing treatment.
In addition to outright lies, the mayor's other "advantages" are rudeness, a dismissive attitude toward subordinates, "thug" jargon, and sexism in relations with female colleagues.

What made the president award Atroshenko"?
It is obvious that such a leadership style is simply unacceptable, but in fact the mayor was awarded not censure, but an award. And the only reason for that is fear. Peter Alekseevich's well-founded fear that his subordinate at the most crucial moment might betray him and defect to the rival camp. Atorshenko has never distinguished himself by principle, conscientiousness and dignity, and he can impersonate his boss without much hesitation.
Apparently, the president realized that simultaneously with the drop in his rating, interest in his person on the part of Atroshenko began to fade. And the mayor of Chernihiv in the pre-election period needs him to ensure the required number of votes. So Pyotr Alekseevich decided to reward the mayor not only with the Order, but also with a share from the state treasury. As a result, to call a spade a spade, Atroshenko was awarded the Order for dubious merits. Doubtful, because these merits are not before the state, but before Pyotr Alekseevich Poroshenko.
